Adding shortcuts in gnome start panel?

What is the best (easiest) way to add a custom launcher to the gnome start panel? It is pretty trivial to add one to the menu bar at the bottom but I have not been able to figure out how to add one to the start menu.

I have read online conflicting statements and arguments about this subject but they all have led me nowhere.
