setxkbmap problem need help

Hi every one please help me
I use redhat 9 and the problem is when I setkeymap for lo the problem below

[root@c213-100-137-194 root]# setxkbmap -v us,lo -option grp:alt_shift_toggle

Using command line, ignoring X server
Trying to build keymap using the following components:
keycodes: xfree86+aliases(qwerty)
types: complete
compat: complete
symbols: pc/pc(pc105)+pc/us+pc/lo:2+group(alt_shift_toggle)
geometry: pc(pc105)


how can I solve it
