Sendmail errors while connecting to localhost?

I wrote this perl script that has worked in the past but since my last re-install iSendmail does not seem to want to connect to anything (or can't). I am not too familiar with sendmail myself so I am not sure what the folllowing logs are telling me about my misconfigured system

These are the last few entries concerning this issue. Does this make any since to anyone? It complains about not being able to connect to localhost.

Here is what I get back from the mail server when the script is ran.

connect to localhost failed (Connection refused) no (more) retries!connect to localhost failed (Connection refused)
