I believe when Red Hat 9 was in beta it was also 4 CDs and they they pruned it down to 3 but I could be wrong. You really could probably get by with just one CD if you want to do the very minimal setup but Red Hat comes with a lot of stuff. Usually the less common stuff is on the later CDs so if you look at the list of packages on each one and do a custom install and take care not to select anything that is on disk 3 and 4 then you could get by with just disk 1 and 2.
I actually like all the stuff that RH ships and I use most of it. There are a few packages that they don't include that I wish they did, but only a few. Some distros include more software, some include less. SUSE Pro comes on 5 CDs or 2 DVDs. As Linux Frank stated, Debian is many more than that if you want to download everything.
Of course you could just do a minimal install and apt-get install whatever you want after the minimal install, or you can do a network install (ftp, nfs, http, etc) by either using just the first CD, or even just a couple of boot floppies, then you only have a couple of meg to download. I can download an ISO in less than 2 hours so I usually just start the download going before going to bed and all CDs are downloaded the next morning.
