Setup a modempool

I wanna do something illegal, lol well atleast my ISP says it is. It's not permitted to alow others to use our internet connection

If I want to set up a modem to answer calls so my wife's sister can call it and go through our net to browse www, how do I do this?
and if its possible to have a software or something to separate a "normal" call and a "modem" call.

I hope it's a local call. I also hope you don't mind having your phone line tied up. I also hope more than one doesn't want to call at a time or you might need to get another line in which case they might as well just get their own DSL connection.
