Doctype override?

This isnt quite programming, but I thought Id ask here anyway. Ive been working on making my page validate under the w3c rules. The problem is that it only is tentatively validates right now and I cant figure out how to make it validate. I get this message:

* DOCTYPE Override in effect! Any DOCTYPE Declaration in the document has been suppressed and the DOCTYPE for «HTML 4.01 Transitional» inserted instead. The document will not be Valid until you alter the source file to reflect this new DOCTYPE.

How do I stop the doctype override?

Do a view source on this page and look at the first line with the "DOCTYPE" directive. That's what you need in all of your pages.
