Packet forwarding priority stuff

I want to set up my firewall so that, for example if a user trys to send out HTTP it will wait if there are other packets being sent out with a higher priority. And I want to be able to change that priority, so for example i can set ports that games use to a very high one because they are realtime. And other things that are effected by priority (SSH, telnet, etc), and things that are really unimportant (uptimes client etc).
