Fedora and PID Priority

This may be more general than just Fedora, but i couldnt find any better place and since im using Fedora... :)

It there a way to prioritize all or some of the PIDs running?
and if its possble, can i set a level for some application i want to start?

you can do some of this in windows... so lets see if Linux is better

Being able to set the nice level on a process has been around as long as I've been working with Linux/UNIX (12+ years). I can't say the same for Windows, in fact I didn't know you could set the priority on a process in Windows. Must be a new thing.
