I don't believe it has been included in any version of Fedora. What exactly do you need it for that fdisk or parted won't handle? I did a quick search and don't see any trace of anyone creating a package for it.
I don't know, I've always used fdisk without problem even back when I used Slackware (long long long long time ago). But, Fedora has a couple of graphical tools (curses based and X based) as part of the install process. Then there is an X based graphical front end for parted (in Extras) called qtparted which is a little like partition magic. Personally I have always preferred plain old ugly fdisk no matter what Linux distro I am using.
